Overview
The Bureau of Anomaly Control (BAC) is a major public authority responsible for overseeing supernatural affairs in Neverness to Everness. Its work centers on controlling dangerous Anomalies, responding to incidents involving Esper abilities, and protecting the public when supernatural activity threatens ordinary life.
The Bureau maintains its headquarters in Hethereau’s Area M10, with other offices operating beyond the city. As one of the Circle’s five principal public authorities, it combines investigation, emergency response, containment, and administrative oversight. The BAC also helps establish how Espers, Anomalies, and the wider population can coexist in a city where unusual events are part of everyday life.
Responsibilities
BAC personnel handle the containment or nullification of dangerous Anomalies, investigate offenses connected to supernatural powers, and mobilize during large-scale incidents. Its responsibilities extend beyond combat: the organization also manages aspects of Esper oversight and coordinates with the city's ordinary public-safety services. While the Hethereau Public Shield handles conventional law enforcement, the Bureau takes the lead when supernatural elements are involved.
Internal Divisions
Enforcement Tactical Division (ETD): A field-response branch with several teams, including ETD-4 and ETD-6, as well as an ETD reserve. Its squads are associated with demanding assignments and serious Anomaly emergencies.
Containment Strike Unit (CSU): A broad operational branch dealing with routine containment and nullification, the supervision and transfer of temporarily held Anomalies, and support following ETD missions. CSU-2 is one of its identified units.
Joint Task Force (JTF): A separate branch within the BAC's organizational structure.
Daily Safety Department (DSD): Another recognized branch of the Bureau, reflecting its wider public-safety mission.
Leadership and Known Personnel
Director: Alphard.
ETD-4: Baicang (captain), Skia (lieutenant), Lacrimosa, and Fadia.
ETD-6: Exe (captain), Elyms (lieutenant), Lingko, and Chaos.
ETD Reserve: Nitsa.
CSU-2: Mint, Iroi, and Shinku.
Other listed Bureau personnel: Nelly, secretary-general.
Headquarters and Equipment
The Bureau's main complex stands in Area M10 of Hethereau. The building is an imposing landmark, listed at approximately 347 meters tall, 300 meters long, and 214 meters wide. Specialized containment equipment includes CSU containers, used in the Bureau's anomaly-handling work.
Place in the Story
The BAC is one of the most visible institutions shaping Hethereau's relationship with the supernatural. Its field teams confront extraordinary threats, while its administrative and containment operations deal with the consequences afterward. ETD-4 is especially important to the story surrounding the New Helios catastrophe and Esper Zero's arrival. The Bureau's duties also intersect with independent anomaly hunters, including those working through the Eibon Antique Shop.

Overview
Containment Strike Unit 2, commonly known as CSU-2, is an operational team within the Bureau of Anomaly Control (BAC) in Hethereau.
As part of the Bureau's Containment Strike Unit branch, CSU-2 specializes in responding to supernatural disturbances, managing Anomalies, and supporting public safety.
Unlike the Enforcement Tactical Division (ETD), which handles particularly dangerous and complex assignments, containment units are more closely associated with ongoing Anomaly management and field operations.
CSU-2 consists of Espers with different abilities and personalities, allowing its members to approach supernatural threats through a combination of combat, containment, and specialized support.
Organization and Responsibilities
Parent Organization: Bureau of Anomaly Control
Division: Containment Strike Unit (CSU)
Unit Designation: CSU-2
Primary Area of Operations: Hethereau
CSU-2 operates under the authority of the Bureau of Anomaly Control.
Its general responsibilities include responding to Anomaly-related incidents, participating in containment operations, and supporting the Bureau's efforts to maintain order throughout Hethereau.
The unit's members possess supernatural abilities suited to different operational needs, including direct combat and defensive support.
Known Members
Mint — An A-Class Anima Esper and an enthusiastic member of CSU-2.
Mint is a rising star within the Bureau who dreams of becoming an elite containment agent. She has extensive knowledge of Hethereau's neighborhoods and residents, making her especially useful during field assignments.
Despite her determination, Mint frequently finds herself fooled by Anomalies and occasionally struggles with the Bureau's examinations.
Nevertheless, she genuinely enjoys fieldwork and remains committed to improving her performance.
Shinku — An S-Class Cosmos Esper and a newer member of CSU-2.
Shinku is known for her reserved personality and tendency to maintain emotional distance from others.
She possesses formidable combat abilities but struggles with controlling certain aspects of her supernatural powers.
Although she initially appears cold toward her colleagues, she has interests outside work, including collecting merchandise and participating in Anomaly-related recreational activities.
Iroi — An S-Class Nature Esper who specializes in healing, protection, and support.
Iroi possesses unusual abilities connected to dreams and consciousness.
Her powers allow her to protect allies and assist teammates who struggle to control their supernatural abilities.
Although outwardly timid and gentle, Iroi has a particularly unusual personal history involving a separate consciousness.
Her relationship with Shinku is complicated by a misunderstanding concerning her powers and identity.
Team Relationships
CSU-2's members have distinctly different personalities, making their relationships an important part of the unit's identity.
Mint is enthusiastic, sociable, and eager to prove herself, while Shinku tends to remain distant and reserved.
Iroi initially develops a friendly relationship with Shinku, partly because her dream-related abilities can help stabilize Shinku's powers.
However, their friendship becomes strained following a mission in which Shinku encounters another aspect of Iroi's consciousness.
Believing that Iroi has been taken over by an outside entity, Shinku becomes hostile toward her teammate.
Mint eventually investigates the disagreement and helps both Espers understand the situation.
After Shinku recognizes her mistake, the conflict is resolved, demonstrating Mint's importance to the team beyond her combat abilities.
Relationship with the Bureau of Anomaly Control
CSU-2 represents one of the Bureau's operational containment teams.
While ETD units such as ETD-4 are associated with dangerous tactical operations, CSU-2 contributes to the Bureau's broader responsibilities involving Anomaly control and public safety.
Its members operate within the same institution but bring different approaches to their assignments.
The unit demonstrates how the BAC depends on cooperation between Espers with different capabilities and temperaments.
Role in the World
CSU-2 provides another perspective on the daily operations of the Bureau of Anomaly Control.
Rather than focusing exclusively on major supernatural emergencies, the unit highlights the ongoing work required to manage Anomalies throughout Hethereau.
Its members also illustrate the challenges faced by Espers working within an organized government institution.
Through Mint's determination, Shinku's struggle with personal relationships, and Iroi's unusual abilities, CSU-2 demonstrates that even trained containment personnel must navigate complicated personal circumstances while carrying out their responsibilities.

Overview
Eibon Antique Shop is an independent Anomaly-hunting organization operating from a small antique store in Hethereau's Bridge Crossings District. Although it appears to be an ordinary business specializing in antiques and unusual collectibles, the establishment also serves as the headquarters for a group of Espers who investigate supernatural disturbances.
Unlike the Bureau of Anomaly Control, Eibon operates independently and accepts private commissions from the public. These assignments provide income for the shop while allowing its members to assist residents affected by Anomalies.
Eibon serves as the primary headquarters and gathering place for the protagonist and their companions throughout Neverness to Everness.
Location and Headquarters
District: Bridge Crossings, Hethereau
Street: Hankaku Street
Building: Two-story red-brick antique shop with employee housing behind the main structure.
The ground floor functions as the public storefront, displaying antiques, collectibles, and unusual objects associated with Anomalies.
Near the entrance, a seating area provides space for consultations with prospective clients. Hotori frequently meets visitors here to discuss business and potential commissions.
The upper floor contains a shared sitting room used by Eibon's staff. Photographs of employees decorate the walls, reflecting the close relationships among the organization's members.
Additional living accommodations are located behind the main building.
Organization and Operations
Eibon supports itself through a combination of antique-related business and private Anomaly commissions.
Its members investigate unexplained incidents, confront dangerous supernatural entities, and assist individuals experiencing Anomaly-related problems.
Unlike official BAC units, Eibon is not primarily a government enforcement organization. Its independent status allows its members to accept assignments directly from residents.
Despite its relatively modest appearance and financial struggles, the organization includes several exceptionally capable Espers.
Known Members
Hotori — Proprietress of the antique shop and an experienced specialist in antiques and valuable objects.
Nanally — A prominent member of Eibon and leader of the Coluccis Family, known for her involvement in major Anomaly containment operations.
Sakiri — A member responsible for maintaining order within the shop. She is accompanied by Kiroumaru, a sentient Anomaly that takes the form of a large hammer.
Adler — Butler associated with Eibon and its daily operations.
Edgar — Member of the Eibon organization.

Zero — The protagonist, also known as Esper Zero, who becomes involved in the organization's Anomaly investigations.
Taygedo — Non-playable character associated with Eibon.
Daily Life
Despite the danger associated with Anomaly hunting, Eibon maintains an informal and frequently chaotic atmosphere.
The shop functions as both a workplace and a shared living environment, creating opportunities for its members to develop relationships outside their assignments.
Sakiri attempts to maintain discipline through written household rules, particularly concerning her companion Kiroumaru and the shared refrigerator.
These everyday interactions contrast with the organization's supernatural investigations, giving Eibon a distinctive mixture of ordinary domestic life and extraordinary responsibilities.
Role in the Story
Eibon Antique Shop is central to the narrative of Neverness to Everness.
After becoming involved with the organization, Esper Zero begins working alongside its members to investigate Anomalies and uncover the mysteries surrounding Hethereau.
The shop provides a recurring location for story developments, character interactions, and new assignments.
Through Eibon, the player experiences the city from the perspective of independent Anomaly hunters rather than government authorities.
Although its members possess different backgrounds, personalities, and abilities, they cooperate to confront supernatural threats while maintaining their unusual little business.
Eibon represents one of the central themes of Neverness to Everness: extraordinary individuals finding companionship and purpose within an otherwise ordinary urban environment.

The unit is responsible for confronting particularly dangerous Anomalies and responding to supernatural emergencies that exceed the capabilities of ordinary containment teams.
ETD-4 consists of exceptionally powerful Espers whose unusual abilities and unconventional personalities have earned the squad a formidable reputation.
Despite its members' differences, the team remains one of the Bureau's most capable tactical units.
Organization and Responsibilities
Parent Organization: Bureau of Anomaly Control (BAC)
Division: Enforcement Tactical Division (ETD)
Unit Designation: ETD-4
Primary Headquarters: Hethereau
Unit Commander: Baicang
Second-in-Command: Skia
ETD-4 specializes in high-risk supernatural operations, including the containment of dangerous Anomalies and intervention during major supernatural disasters.
The squad is deployed when an incident requires extraordinary combat capabilities or specialized Esper abilities.
Because of its reputation, ETD-4 personnel can inspire both admiration and fear among civilians and other Bureau employees.
Known Members
Baicang — Captain | S-Class | Incantation
Baicang commands ETD-4 despite possessing a relaxed, mischievous personality that often makes him appear less authoritative than his subordinates.
His supernatural abilities revolve around the power of words, allowing him to create powerful attacks through incantations.
Although he rarely behaves like a conventional military officer, his abilities and leadership position place him at the head of one of the Bureau's most formidable teams.
Skia — Lieutenant | A-Class | Lakshana
Skia serves as ETD-4's lieutenant and is frequently mistaken for its captain because of his professional demeanor.
A wolf-like Esper with shadow-manipulation abilities, Skia specializes in pursuing, suppressing, and attacking enemies.
His disciplined approach contrasts sharply with Baicang's relaxed attitude.
Skia's attention to procedure and responsibility makes him an important part of the squad's operational structure.
Lacrimosa — Member | S-Class | Chaos
Lacrimosa is an unusually powerful Esper known for her persistent exhaustion and fascination with tomatoes.
Her abilities allow her to manipulate supernatural constructs and reproduce certain enemy attacks.
Although she often appears sleepy or uninterested in working, her combat capabilities make her a valuable member of ETD-4.
Her unconventional behavior contributes to the squad's reputation for employing exceptionally unusual individuals.
Fadia — Member | S-Class | Psyche
Fadia is a powerful and unpredictable Esper who joined ETD-4 after receiving a pardon for her previous crimes.
Before her recruitment, she was imprisoned on Ghroth Island.
Despite her criminal history, the Bureau treats her as a full member of Squad Four.
Her abilities involve manipulating destructive supernatural forces, redirecting damage, and surviving dangerous encounters.
Fadia's unconventional personality and frightening combat potential have earned her both admiration and unease among other Bureau personnel.
The New Helios Catastrophe
ETD-4 played an important role in responding to the Hypervortex disaster that devastated New Helios.
The incident involved an extremely dangerous Class VII Anomaly capable of causing widespread destruction and destabilizing the surrounding environment.
As the situation escalated, members of ETD-4 were deployed from Hethereau to assist with containment efforts.
Their involvement placed the squad near the center of one of the most significant supernatural disasters in the game's known history.
The event also established an important connection between ETD-4 and Esper Zero.
Connection to Esper Zero
During the aftermath of the Hypervortex catastrophe, Esper Zero was discovered near the center of the disaster without memories of their identity or past.
This mysterious appearance became one of the central questions surrounding the events of Neverness to Everness.
Because ETD-4 participated in the emergency response, the squad is connected to the circumstances surrounding Zero's discovery and the continuing investigation into the disaster.
The full extent of Zero's connection to the Hypervortex remains an important part of the game's larger narrative.
Team Relationships
ETD-4 is distinguished not only by its combat abilities but also by the contrasting personalities of its members.
Baicang's informal leadership style frequently contrasts with Skia's disciplined and professional behavior.
Lacrimosa's constant desire to rest and Fadia's unpredictable conduct further contribute to the team's unusual atmosphere.
Despite these differences, the members operate together as a specialized tactical squad capable of confronting extremely dangerous supernatural threats.
Their interactions demonstrate that the Bureau values exceptional abilities even when the individuals possessing them do not fit conventional expectations of professional conduct.
Relationship with the Bureau of Anomaly Control
As a specialized division of the BAC, ETD-4 operates within the Bureau's larger system of Anomaly management.
While containment units such as CSU-2 participate in the organization's wider containment responsibilities, ETD-4 is associated with particularly dangerous incidents requiring specialized intervention.
The squad's reputation reflects both its extraordinary capabilities and the unpredictable nature of its personnel.
Its continued operation demonstrates the Bureau's willingness to employ unconventional Espers when their abilities are valuable to public safety.
Role in the World
ETD-4 represents the Bureau of Anomaly Control's elite tactical capabilities.
Its members are among the most recognizable examples of powerful Espers working under an official government organization.
The squad's involvement in the New Helios catastrophe connects it directly to the central mysteries surrounding Esper Zero and the origins of the Hypervortex disaster.
Through its unusual members, dangerous assignments, and complicated history, ETD-4 illustrates the challenges of maintaining order in a world where supernatural powers can threaten entire communities.

Exe commands ETD-6 and is recognized for his exceptional technological abilities.
A reserved and highly efficient individual, Exe rarely displays strong emotions and prefers completing assignments with minimal unnecessary effort.
He possesses considerable hacking expertise and often handles complicated tasks that others would rather avoid.
His Esper abilities incorporate digital constructs and technological manipulation. He can also travel between electronic billboards using his supernatural powers.
Despite his quiet personality, Exe's technical capabilities and leadership position make him an important figure within the Bureau.
Elyms — Lieutenant | S-Class | Cosmos
Elyms serves as ETD-6's second-in-command.
Unlike Exe, she possesses an outgoing, playful personality and is particularly skilled at helping others resolve disagreements.
Her friendly demeanor makes her an important social presence within the squad.

Her supernatural abilities involve manipulating signals and supporting allies through coordinated attacks.
Together with Exe, she provides ETD-6 with both technical expertise and leadership.

Team Relationships
ETD-6 brings together individuals with notably different personalities and approaches to their work.
Exe is quiet, analytical, and efficiency-driven, while Elyms is sociable and frequently helps others communicate.
Chaos contributes a more expressive personality, occasionally creating humorous situations during otherwise serious interactions.
Lingko completes the team's known membership.
Although their individual abilities differ, their shared assignment to ETD-6 places them within one of the Bureau's specialized tactical units.
Technological Specialization
ETD-6 distinguishes itself through its connection to information technology.
Where other BAC units may focus on direct physical containment or large-scale supernatural emergencies, ETD-6 is particularly suited to investigating incidents involving electronic systems and digital environments.
Exe's technological expertise and Elyms' signal-related abilities make the squad especially capable of addressing unusual threats involving communications and computerized spaces.
These specializations demonstrate how supernatural phenomena can affect Hethereau's modern infrastructure.
The Invalid Number Incident
An important upcoming storyline involving ETD-6 centers on a mysterious urban legend known as the Invalid Number.
Residents begin reporting dreams involving people from their past. Upon awakening, they remember a telephone number that supposedly connects them to the person they encountered.
However, attempts to call the number produce an automated message indicating that it does not exist.
As reports spread across the city, the phenomenon attracts the attention of the Bureau of Anomaly Control.
Exe and Elyms become involved in investigating the unusual circumstances surrounding the number.
Their investigation leads toward a supernatural digital environment containing distorted computer-like landscapes and unusual Anomalies.
The incident is associated with the upcoming storyline Meet Me in the Data Stream, scheduled for Version 1.5.
Relationship with the Bureau of Anomaly Control
ETD-6 operates as part of the BAC's Enforcement Tactical Division.
Like ETD-4, the squad contains skilled Espers assigned to specialized operations.
However, its emphasis on technology gives it a different operational identity.
Through ETD-6, the Bureau can respond to supernatural threats that involve electronic networks, digital information, and other technological systems.
The squad demonstrates the importance of adapting traditional enforcement methods to the increasingly complex nature of Anomalies.
Role in the World
ETD-6 represents the intersection of technology and supernatural power within Neverness to Everness.
Its members illustrate how Esper abilities can interact with modern communications and electronic environments, creating both new opportunities and unusual dangers.
Through Exe's technical expertise, Elyms' communication-related abilities, and the contributions of Lingko and Chaos, the squad provides the Bureau with a specialized team capable of addressing threats beyond conventional physical environments.
As Hethereau continues to experience increasingly unusual supernatural incidents, ETD-6 demonstrates how the Bureau adapts to dangers emerging from the city's technologically connected world.

Jiuyuan managed customer relationships and communication, Jenson handled business administration, and Hathor performed the deliveries.
As demand increased, Hathor began taking on an exhausting workload. Recognizing that the delivery responsibilities had become too demanding for one person, Jiuyuan expanded the team by hiring Haniel and Illica as additional couriers.
This arrangement allowed the company to distribute its workload while continuing to provide delivery services throughout Hethereau.
Sterry Express also handles certain unusual assignments involving Anomalies, making experienced Espers valuable members of its workforce.

During these events, employees from both organizations become involved in an investigation that extends beyond ordinary commercial activity.
Role in the Story
Sterry Express represents the importance of transportation and logistics in Hethereau, a city where supernatural incidents can complicate even routine deliveries.
Its employees demonstrate how Espers can use their abilities in everyday professions rather than exclusively working as Anomaly hunters or government agents.

Unlike organizations that primarily employ Espers for combat or supernatural investigations, the association demonstrates how individuals with extraordinary abilities can participate in ordinary civilian life.
Known Members
Aurelia — An A-Class Esper affiliated with the Tamamochi Street Resident Association.
Before joining the organization, Aurelia had an unusually varied career. She previously performed in a choir, formed a musical group, and worked as an Anomaly Hunter.
Her former band, Lines, combined musical ambitions with supernatural investigation.
Following a major change in her circumstances, Aurelia began assisting an elderly woman with administrative paperwork while recovering in a hospital.
The experience eventually led her toward employment on Tamamochi Street, where she started a new chapter of her life.
Aurelia now works as a dedicated street manager, possessing an impressive knowledge of the neighborhood's residents and their individual preferences.
Despite occasionally losing her way while traveling through the city, she is recognized for her willingness to assist others.
She uses a floating, jellyfish-like companion for transportation, allowing her to travel through Hethereau in an unconventional manner.
Relationship with the Community
The association's work reflects the importance of neighborhood relationships within Hethereau.
While many organizations concentrate on dangerous Anomalies or major supernatural incidents, local residents still require assistance with ordinary responsibilities.
Through Aurelia's involvement, the association provides a connection between Hethereau's Esper population and its civilian communities.
Her familiarity with Tamamochi Street makes her a recognizable figure among local residents.
Role in the World
The Tamamochi Street Resident Association represents the civilian and community-oriented side of Neverness to Everness.
Its existence demonstrates that not every organization in Hethereau is concerned with supernatural combat, investigations, or commercial expansion.
Instead, some groups focus on supporting the neighborhoods where ordinary citizens live and work.
Aurelia's transition from musician and Anomaly Hunter to community employee also illustrates how Espers can pursue meaningful lives beyond supernatural conflict.
Although the organization's complete membership and administrative structure have not been fully documented, its connection to Aurelia provides insight into the everyday social environment of Illusion Town.

Overview
The Circle is a powerful organization connected to the regulation and secrecy of supernatural phenomena in the world of Neverness to Everness.
For an extended period, the organization worked to prevent the general population from becoming aware of Anomalies and Espers.
Its activities helped maintain a separation between ordinary society and the supernatural forces operating within it.
However, a major historical incident eventually made it impossible to continue concealing the existence of these phenomena.
Historical Background
Before supernatural activity became widely acknowledged, the existence of Anomalies and Espers was largely concealed from the public.
The Circle played an important role in maintaining this secrecy, preventing knowledge of supernatural individuals and events from spreading throughout society.
This arrangement changed following the Fifth High-Level Anomaly Outbreak.
The disaster exposed the existence of Anomalies and Espers on a scale that could no longer be hidden.
As a result, supernatural phenomena became part of public awareness, fundamentally changing how ordinary citizens understood the world around them.
The Fifth High-Level Anomaly Outbreak
The Fifth High-Level Anomaly Outbreak represents a major turning point in the history of Neverness to Everness.
Before this incident, supernatural activity was largely treated as information that needed to remain hidden.
The outbreak brought the existence of Anomalies and Espers into public knowledge, ending the previous period of widespread secrecy.
Following these revelations, society began adjusting to the reality that supernatural forces existed alongside ordinary human life.
The event established the circumstances that eventually allowed cities such as Hethereau to openly incorporate supernatural activity into their everyday operations.
Relationship with the Bureau of Anomaly Control
The Bureau of Anomaly Control is one of the major institutions responsible for managing Anomalies and Espers.
Its public role reflects a world in which supernatural phenomena are no longer entirely concealed.
While the Circle is associated with the earlier period of secrecy, the Bureau represents the organized regulation and management of supernatural incidents in modern Hethereau.
The exact administrative relationship between the Circle and the Bureau has not been fully explained in the available English-language documentation.
Influence on Society
The Circle's historical activities shaped the relationship between ordinary humans and supernatural phenomena.
By limiting public awareness of Anomalies and Espers, the organization helped preserve the appearance of an ordinary world despite the existence of extraordinary forces.
The eventual collapse of this secrecy changed public attitudes toward supernatural activity.
Rather than remaining completely hidden, Anomalies and Espers became subjects of public discussion, government oversight, and scientific investigation.
This transition helped establish the distinctive social environment seen throughout Hethereau.
Known Members and Leadership
The Circle's complete membership, leadership structure, and internal divisions have not been identified in the currently available English-language lore.
Although the organization is recognized as an important historical institution, the identities of its founding members and principal administrators remain largely undocumented.
Role in the World
The Circle represents an important chapter in the history of Neverness to Everness.
Its efforts to conceal supernatural phenomena demonstrate that the relationship between humans, Espers, and Anomalies was once very different from the environment encountered by players.
The Fifth High-Level Anomaly Outbreak marked the end of that earlier era, introducing a world where supernatural activity could no longer remain entirely secret.
Understanding the Circle provides historical context for the modern organizations that now investigate, regulate, and respond to Anomalies throughout Hethereau.

Overview
The Scarlet Letter is a mysterious organization operating within the shadows of Hethereau. Unlike legitimate Anomaly-hunting groups such as Eibon Antique Shop or the Bureau of Anomaly Control, the organization pursues its objectives through deception, manipulation, and the acquisition of powerful Anomalies.
The group is closely associated with Madam T, an influential figure whose activities connect several major supernatural incidents throughout the storyline of Neverness to Everness.
Although the full extent of its operations remains unclear, The Scarlet Letter plays an important antagonistic role in the game's central narrative.
Organization and Objectives
Organization Type: Secretive supernatural faction
Known Leader: Madam T
Primary Activities: Anomaly acquisition, manipulation, and covert operations
Known Territory: Fogden
The Scarlet Letter operates through individuals possessing unusual supernatural abilities and specialized knowledge of Anomalies.
Rather than functioning as a public institution, the group conceals its activities and uses elaborate schemes to achieve its goals.
Its operations involve obtaining powerful Anomalies associated with the concepts of the past, present, and future.
The organization's ultimate ambitions extend beyond ordinary criminal activity, although its complete objectives have not been fully explained.
Leadership
Madam T
Madam T is the central authority behind The Scarlet Letter.
She possesses considerable influence over the organization's members and is associated with several supernatural incidents affecting Hethereau.
Madam T also has connections to a mysterious realm in which vulnerable individuals, including young girls, are placed under her influence.
Her relationship with Daffodill and Zankou forms an important part of the organization's history.
During the main storyline, Madam T is revealed to have operated under the identity of Inanna, a seemingly charitable public figure.
This deception allowed her to maintain a respectable appearance while concealing her involvement with The Scarlet Letter.
Known Members and Associates
Zankou — S-Class Esper
Zankou is a powerful Esper associated with The Scarlet Letter.
Her abilities center on deception and illusion, allowing her to distort perception and assume the appearance of other individuals.
During the storyline involving the Constantine family, Zankou disguises herself as Bella while pursuing an Anomaly known as the Eternal Present.
Her past is also closely connected to Daffodill and Madam T.
Although she serves as an antagonist during portions of the story, her personal circumstances and motivations are more complicated than those of an ordinary criminal subordinate.
Poinsette — Associated Member
Poinsette is another character connected to The Scarlet Letter.
Her involvement places her among the figures associated with the organization's wider supernatural activities.
The extent of her authority and responsibilities within the faction remains less clearly documented.
Daffodill — Former Connection
Daffodill has a significant personal history involving Madam T and the environment in which The Scarlet Letter's associated individuals were raised.
Her experiences shaped her understanding of loyalty, survival, and the protection of others.
Unlike those who continued following Madam T, Daffodill eventually pursued a different path and became associated with Eibon Antique Shop.
Her separation from that earlier life creates an important personal connection between Eibon and The Scarlet Letter.
The Constantine Family Incident
One of The Scarlet Letter's major storylines involves the Constantine family and an Anomaly known as the Eternal Present.
The artifact possesses extraordinary properties connected to immortality and the passage of time.
Following events involving Dolores Constantine and her children, the Eternal Present becomes the target of The Scarlet Letter.
Zankou infiltrates the situation by assuming the identity of Bella, allowing her to approach Renee and pursue the artifact without immediately revealing her true identity.
This operation demonstrates the organization's willingness to exploit personal relationships and family tragedies to obtain powerful supernatural objects.
The incident becomes part of the larger conflict between The Scarlet Letter and those attempting to prevent the misuse of Anomalies.
The Fogden
Fogden is a dangerous location Anomaly associated with The Scarlet Letter.
The area functions as one of the organization's principal strongholds and serves as the setting for a major confrontation during the main storyline.
Within Fogden, visitors encounter unusual environments and hostile supernatural entities.
The location operates according to mysterious rules associated with a deadly game orchestrated by the organization.
Rather than functioning as an ordinary headquarters, Fogden presents an unpredictable supernatural environment in which outsiders must confront the organization's members and their Anomalies.
Conflict with the Bureau of Anomaly Control
The Scarlet Letter eventually attracts the attention of the Bureau of Anomaly Control due to its involvement in dangerous supernatural incidents.
The organization's efforts to obtain powerful Anomalies create threats that extend beyond individual victims.
As investigations progress, the Bureau works alongside other involved parties to identify The Scarlet Letter's activities and locate its members.
Information obtained from Thyme, the creator of the Corridor of Echoes, helps investigators identify Fogden as an important location.
The resulting operation brings several factions into conflict with The Scarlet Letter.
The Fogden Game
The Fogden Game forms a major chapter in the conflict surrounding Madam T.
Following earlier investigations and supernatural incidents, an alliance of individuals enters Fogden to confront The Scarlet Letter.
The operation involves members of Eibon Antique Shop and personnel associated with the Bureau of Anomaly Control.
Hotori becomes directly involved in the confrontation with Madam T, while Daffodill's personal connection to the organization gives the conflict additional significance.
The events bring together individuals motivated by different goals, including rescuing others, seeking justice, and confronting past experiences.
The Fogden storyline represents one of the most important confrontations involving The Scarlet Letter.
Relationship with Eibon Antique Shop
The Scarlet Letter's relationship with Eibon Antique Shop is defined by opposing objectives and personal connections.
While Eibon generally investigates Anomalies and accepts commissions to help people affected by supernatural disturbances, The Scarlet Letter seeks to acquire and exploit powerful Anomalies for its own purposes.
Daffodill's history with Madam T creates a particularly important connection between the two organizations.
The conflict becomes increasingly personal as Eibon's members uncover the circumstances surrounding The Scarlet Letter's operations.
Role in the World
The Scarlet Letter represents the dangerous consequences of supernatural power being used without regard for the people affected.
Its members operate outside conventional institutions, using secrecy and extraordinary abilities to pursue objectives that threaten both individuals and the wider community.
The organization also contributes to several of the game's most important character stories, particularly those involving Daffodill and Zankou.
Through its pursuit of powerful Anomalies, manipulation of vulnerable individuals, and conflict with Eibon and the Bureau, The Scarlet Letter serves as one of the principal opposing forces in Neverness to Everness.
Its storyline explores the complicated relationships between power, control, loyalty, and the possibility of escaping an abusive past.

Mountain roads, open valleys, and a resort-lined coast make Duskmoor a destination for outdoor exploration. This northwestern part of Hethereau opened in Version 1.3 on August 19, 2026, bringing new opportunities for driving, racing, and fishing.
Roads into Duskmoor
Onion Road and Azure Forrest Way lead from western Illusion Town toward the Starfall Bay coast. From northern Miguel District, Whitetail Ridge Road reaches Duskmoor’s northeastern side. Beyond the southern resort shoreline, the terrain rises into valleys and mountains.
Places to explore
- Starfall Bay Resort — the coastal holiday area featured in Version 1.3’s summer activities.
- Tearlake / Teardrop Lake — guides use both names for this major inland lake, associated with the Sunken Door commission.
- Mountain roads and rally loops — routes through villages, fields, and higher terrain.
- Fishing grounds — additional waters for anglers to explore.
- Exploration tower and Rero Rero Phonebooths — regional exploration and fast-travel points.
Driving and outdoor activities
Races, drifting challenges, and rally circuits give the winding roads a purpose beyond travel. Oracle Stones can be collected while driving, and Auto-Drive helps with longer journeys. Fishing offers a slower alternative. Volley Star beach volleyball also featured during Version 1.3’s seasonal event; that event appearance is distinct from the region’s regular activities.
Version 1.3 Anomaly Commissions
- Twin Blooms — Divergent Flower.
- Lantern Parade — Leech Spawn.
- Storybook Skirmish — Saddy Teddy.
- Finale: Da Capo — Scarlet Phantom.
- Fawn Alone.
- Sunken Door — a nighttime boat trip on Teardrop Lake leads to an encounter with a shadow-self.
Further commissions
- Last Bus Out — Wayward Line, reported in Version 1.4.
- Perfectly Common Dreams — Dreamaway Pillow, reported in Version 1.4.
Exploring the region
Construction barriers kept Duskmoor closed before Version 1.3. The opening guides describe entry without a story-mission or Hunter-level requirement. Its coast and inland mountain routes offer different scenery, with Oracle Stones, fishing spots, races, and commissions spread through the region.

Beaches and resort buildings give Sunward Island the appearance of a tropical retreat. Its place in Dreamwalk Corridor reveals a more complicated setting: a promised sanctuary for Anomalies, troubled memories, and stories hidden beneath a cheerful holiday surface.
Story spoilers
The following sections discuss Chapter 5, Dreamwalk Corridor, and local Strange Tales. Some English guides call the island Sunni Island.
Sunward Resort
Reached across the water from Illusion Town’s dockyard, the island contains Sunward Resort, presented as a city-supported refuge for the rescue and rehabilitation of biological Anomalies. Lady Inana, a prominent Scarlet Letter figure and resort investor, connects that public mission to the city’s wider conflicts.
Dreamwalk Corridor
After the Scarlet Letter storyline, an invitation draws the Eibon group toward the resort. Nanally, Sakiri, Adler, Edgar, and Taygedo become part of a trip intended to lift Nanally’s spirits following Daffodill’s disappearance and injury. The getaway soon turns into a supernatural rescue mystery.
A holiday becomes a mystery
Nanally grows attached to a bear Anomaly she perceives as a pink tiger, known as Boss Tiger. A guarantor agreement becomes entangled in the deception surrounding Teehee Bear, and Nanally vanishes into the Corridor of Echoes. The Appraiser uses the Kaleidoscope to explore dreams and memories. The account in the reference document comes partly from a third-party recap; it should not be read as exact game dialogue or a complete explanation of everyone’s motives.
Corridor of Echoes
This Location Anomaly is central to the island’s story. Promotional scenes show a misty, purple ocean, damaged ships, and immense statues. Its disorienting imagery invites readings about memory and concealed truths, although those themes do not establish its literal origin.
Strange Tales of the island
Alongside the main story, the Sunward Travelogue’s Strange Tales follow residents, unusual objects, and supernatural encounters. The reference describes the following tales; translated titles may vary.
The Water that Turns to Foam — Wahie
Wahie once rescued drowning swimmers so reliably that local children tested their courage by exhausting themselves in the water. Tourism brought a cruel turning point: a visitor stabbed him during a rescue. Fearful of humans afterward, he still would not let swimmers drown. He now renders them unconscious before carrying them ashore. Ms. Bulan knows what happened and asks that his existence remain secret to protect him.
The Haunted Tunnel / Flying Fish
Blue, Red, and Green Scales Banner fish continue swimming through the air after being caught. The reference connects these impossible fish with the Haunted Tunnel tale.
The Talking Well
A well speaks when weather and time align in particular ways. One account preserves a local boy’s wish to see the stars, giving a small place a connection to a life that might otherwise be forgotten.
The Bell on the Hill
A hilltop bell changes the island’s weather when rung. Fog, rain, snow, and a threatening red sky are among the reported results. The tale leaves the source of that power unexplained.
Dance! Dance! Dance!
Visitors arriving with music at a residence near the lighthouse after dark discover ghostly dancers. The encounter presents its spirits as a gathering community rather than simply a threat.
The Secret Message in a Bottle
A concealed beach message leads to a purple bonfire and the Sewer Serpent. Expecting a coded message from another party, the serpent hints at connections that the encounter does not fully explain.
Great Jerry and the Rusted Blade
The spectral pirate Great Jerry wants to sail again but believes he needs his sword before his crew will follow. A blade connected to a fishing tournament can be returned to his bonfire. The suggestion of his former crew appears, and Jerry vanishes, leaving the meaning of his final voyage open.
The Golden Trees and the Sword
Pieces of an old sword lie hidden among three golden trees. When reunited at a buried sword site, they summon kneeling spectral knights and a spoken poem. The scene suggests an older knightly or royal past without settling its identities or chronology.
Themes in the island’s stories
Mercy after betrayal, the difference between sanctuary and exploitation, and the persistence of memory run through these accounts. Ghosts and Anomalies appear as beings with attachments and choices. These are interpretations of the stories, not additional confirmed events.

Candy-colored attractions and a castle-inspired centerpiece set Pukaland apart from New Herland’s corporate skyline. The island amusement park opened with Version 1.4, “For Whom the Verses Mourn,” on September 30, 2026, after being visible but closed at launch.
Getting to the park
A pedestrian bridge from Nutcracker Road connects the park to southern New Herland District. Four themed zones contain rides, games, and scenic attractions.
Attractions and activities
The reference describes six minigames, five rides, and Dreamsnap photo attractions. Its named activities include the following; the in-game directory remains the best way to check each activity’s exact category.
Named attractions
- Pukaboo Stack, also called Puka Stack.
- Plushie Shootout.
- Star-Struck — a darts attraction.
- Flora Maze — a timed hedge maze with route choices, collectible bonuses, and exits.
- Punchulum Ride.
- Candy Jar Raid.
- Lavaton Gold Rush.
- Secret Match.
Puka Stars and the Star Ticket Counter
Attraction results and some event rewards grant Puka Stars, the park’s own currency. The Star Ticket Counter, also called the Puka Exchange Shop, exchanges them for souvenirs, cosmetics, progression resources, and the summonable boat Row to Tomorrow! Puka Stars are separate from ordinary Fons.
Gold Pass
Post-launch guides price the Pukaland Gold Pass at 1,000 Puka Stars. It permanently reduces attraction fees by 90%. The document gives Flora Maze as an example: 500 Fons becomes 50 Fons with the pass. It also reports 900 Puka Stars for a strong S-rank maze run. Check the live attraction and counter prices when planning purchases, since older footage can show different values.
Pukaland Travelogue
The Version 1.4 Travelogue is a limited-time event, scheduled in the reference to end November 11, 2026, at 05:59 UTC+8. Wonder Stamps, Adventure Ratings, and Spooky Trials connect its goals to park attractions. Listed rewards include Annulith, Fabricated Dice, Floe Cinema Tickets, Elite Hunter Guides, and Chaotic Dye. The event’s end is separate from the continued existence of the park and its regular activities.
Anomaly connections
Lilliput in the Looking Glass is reported as an Anomaly Commission inside Pukaland. The reference notes that it is not required for 100% area completion. The park’s fairy-tale atmosphere supports encounters and unusual adventures, but a complete origin story for its theme is not established here.

M10 District, labeled Area M10 in some community maps, is associated with Hethereau’s Bureau of Anomaly Control headquarters. Its known identity centers on the institutions handling the city’s supernatural problems, rather than its retail or leisure attractions.
Bureau of Anomaly Control
The BAC handles Anomaly-related criminal activity and works alongside the ordinary police force, the Hethereau Public Shield. Its headquarters give M10 an important place in the city’s systems of authority and Anomaly management.
A headquarters, not every operation
Locating the BAC’s headquarters in M10 does not establish that all Bureau operations or detention facilities are there. The same distinction applies to ETD-4: its relationship to the BAC does not by itself identify where a particular assignment or scene takes place.
Exploration
Early community references describe a small, sparsely documented area, with one database snapshot showing two markers. Another describes an outer zone with limited fast-travel coverage and restricted access. These provisional accounts do not establish exact boundaries, current entry requirements, or a complete activity list.
Details still unconfirmed
- A complete inventory of streets, shops, buildings, and landmarks.
- District-specific side quests, Anomaly Zones, and pilgrimages.
- Exact playable boundaries and present entry conditions.
- Whether any particular detention facility is within M10.
M10 in the wider city
The district provides a geographical connection to the BAC, whose decisions affect daily life across Hethereau. Authority and accountability offer ways to interpret that connection, without assigning unconfirmed missions or events to the district.
